In order to register and vote in federal elections, you must be 18 by Election Day, a U.S. citizen, and have established residency where you are registering and voting.
In Michigan, that means you've lived at your voter registration address for 30 days by the day of the election
In some states, criminal history might determine if you are eligible to vote. Check your state's policy.

No. You need a Michigan state-issued ID or social security number to register.
You CAN use your MCard as identification when voting in person or picking up your absentee ballot.

If you are registering at a clerk’s office, bring your registration ID (either your Social Security Number or a Michigan Driver’s License/Personal ID).
If you are voting at a polling place or requesting your absentee ballot, bring your photo ID
If you are registering to vote within 15 days of an election, bring proof of residency
